Only higher end cars have one.Lexus,bmw and so on.I really would've liked gm to included it on the cavaliers.

Not only "higher end" cars, but not the Cavalier. Unless my '99 Chevy Venture minivan is considered "higher end," because it has cabin air filters. :P

so does my moms honda civic... its an 03 though so i guess its a newer one. so what can we do about it. we dont have cabin filters. anything at all?

Having no cabin filters is terrible. You'd breathe in all that horrible fresh air from outside the car. Similar to having your windows down.
